THE INTERNATIONAL EVIDENCE

The U.S. is the most violent society in the industrialized world, and probably
the entire world as well. Although it doesn't have the most police per capita,
the U.S. does have the toughest laws and punishments by far. The question of
which came first, the chicken or the egg, is becoming much less relevant as time
passes; the U.S. has been following this "get tough" approach for decades, with
no significant reduction of its violent crime rate.

206,400 African-Americans Denied Right to Vote in Florida Presidential Election

With the eyes of the nation are focused on the recount in Florida's absurdly
close presidential election, few media outlets are mentioning the approximately
206,400 African-American men who, under Florida law, are denied their right to
vote.

Florida law states that convicted felons are denied the right to vote for the
duration of their life, even if they never are sentenced to prison. Only those
with a gubernatorial order from Governor Jeb Bush may vote. In Florida, where
both urban and rural black communities are besieged with the chronic ills of
poverty, and where arcane drug laws cause African-Americans convicted of
non-violent drug offenses to be convicted of felonies at a rate much greater
than that of the white population, this disenfranchisement of voters has
crippled the political power of the black electorate.

While statewide, almost 6% of Florida's population is denied the right to vote,
a shocking figure in its own right, among black males, that number is over 31%.
Almost one in three black men in Florida is barred from the voting booth. The
effects of this policy are catastrophic for blacks in Florida with
African-American communities stripped of their political power.

This year, either by chance or by divine intervention, the most important
election in the world, that of the US presidency, has turned out to be just one
more of those close Florida elections.

At this moment George W. Bush leads Al Gore by a margin of just over 300 votes,
putting Florida's anti-democratic elections, replete with police harassment of
black voters, bizarre paper ballots and strange counts, into the global
limelight.

Currently, the Democratic party is crying foul over 19,000 ballots which were
not counted in Palm Beach County and an additional 2,000 or so ballots where
Gore supporters might have voted for the wrong candidate.

Missing from this discussion is mention of the 206,400 black men denied their
right to vote, a number that is 10 times that of the ballots in question in Palm
Beach. Doing the math, this amounts, by the most conservative estimates
concerning voter apathy, to at least 50,000 voters on election day. With over
90% of black voters casting their ballots for Gore, this translates into 45,000
Gore votes lost in a state where Bush is claiming victory based on a 400 lead
(and an ABC news anointment).

If Bush wins, it is only because blacks were not allowed to vote.

There is irony here for Al Gore. Many of those black men barred from voting were
arrested during the Clinton/Gore administration's drug wars which often favor
incarceration over treatment for people with chronic drug problems. This
conservative "get tough" approach to the nation's drug epidemic, while opposed,
for example, by Green Party presidential candidate Ralph Nader, is supported by
both Al Gore and George W Bush. It was Gore's support of this drug war, which
disproportionally hurts black men, that in the end may cost him the presidency -
as too many traditional democratic voters are either in jail or denied the right
to vote as convicted felons.

Florida is not alone when it comes to the wholesale disenfranchisement of black
male voters. Currently, in seven states, at least one in four black men is
denied the right to vote (see Human Rights Watch). This electoral
disenfranchisement of those convicted of a crime is unique to the United States.
No other so called democracy disenfranchises voters for life.

In fact, many countries such as France, Israel, Poland, Norway, Zimbabwe, Japan,
Kenya and a host of others, grant voting rights to felons even while they are in
prison. Germany goes as far as to encourage prisoners to vote as part of their
"rehabilitation."

The lifetime disenfranchisement of voters in the US is not about crime
deterrence or even punishment. In plain simple terms, it's about political
power. It's about stealing people's right to vote -- a political art form as old
as voting itself. In today's war on drugs, which many people see as a war on
communities of color, this is the booty.

No matter which candidate claims the presidency, let's never forget the 204,600
black men in Florida, and the 1.3 million black men in other US states, who are
denied the right to vote by both Democrats and Republicans.

The Supreme Court ruled yesterday that local governments may force property
owners to sell out and make way for private economic development when officials
decide it would benefit the public, even if the property is not blighted and the
new project's success is not guaranteed.

The 5 to 4 ruling provided the strong affirmation that state and local
governments had sought for their increasing use of eminent domain for urban
revitalization, especially in the Northeast, where many city centers have
decayed and the suburban land supply is dwindling.

Opponents, including property-rights activists and advocates for elderly and
low-income urban residents, argued that forcibly shifting land from one private
owner to another, even with fair compensation, violates the Fifth Amendment to
the Constitution, which prohibits the taking of property by government except
for "public use."

But Justice John Paul Stevens, writing for the majority, cited cases in which
the court has interpreted "public use" to include not only such traditional
projects as bridges or highways but also slum clearance and land redistribution.
He concluded that a "public purpose" such as creating jobs in a depressed city
can also satisfy the Fifth Amendment.

IOWA CITY -- Two women who were arrested at campaign rally for President
Bush last fall and strip-searched at a county jail say law enforcement officers
conspired to violate their constitutional rights.

Alice McCabe and Christine Nelson are suing the U.S. Secret Service and
three of its agents, the Iowa State Patrol and two patrolmen, and Linn County.

The two women, both school teachers in their 50s, were among scores of
people who were arrested, removed or barred from Bush rallies last year for
wearing shirt or buttons favoring his Democratic rival, Sen. John Kerry, or for
vocally criticizing the president.

INTRODUCTION - The Cuban Assets Control Regulations, 31 CFR
Part 515 (the "Regulations") were issued by the U.S. Government on 8
July 1963 under the Trading With the Enemy Act in response to certain
hostile actions by the Cuban government. They are still in force today and
affect all U.S. citizens and permanent residents wherever they are
located, all people and organizations physically in the United States, and
all branches and subsidiaries of U.S. organizations throughout the world.
The Regulations are administered by the U.S. Treasury Department's
Office of Foreign Assets Control. The basic goal of the sanctions is to
isolate the Cuban government economically and deprive it of U.S. dollars.
Criminal penalties for violating the sanctions range up to 10 years in

Luis Posada Carriles - terrorist harboured by the USA
Luis Posada Carriles is a career narcoterrorist who spent time in a Venezuelan
jail for the 1976 bombing a Cubana airliner, killing all 73 on board. He escaped
after 8 years in 1985 thanks to a bribe from Jorge Mas Canosa, the now deceased
head of the Cuban American National Foundation (CANF)[1]. He has been tied to
the importation of large quantities of cocaine into the US in support of the
Contras in Nicaragua in the 80's ("Coca Contra") and to a series of bombings in
Cuba just recently. Posada was interviewed by reporters from the New York
Times in 1998 and told them of his ties to the CANF, a tax exempt right wing
group created under Reagan and a beneficiary of substantial federal funds for
running Radio and TV Marti, which beam their propaganda to Cuba. The Times ran
two articles, on July 12 and 13, 1999. They have caused a sensation and led to
Posada's retraction of his interview. The Times has him on tape and stands by
their story. In addition, elements of his interview had already appeared in
autobiographical writings done with a publicist.

Orlando Bosch - terrorist harboured by the USA

Few terrorists in history have achieved as high a level of criminal activity as
Orlando Bosch.
In 1968, his fame was so great that, while under arrest for a bazooka attack on
a Polish freighter, the city of Miami proclaimed Orlando Bosch Day, in support
of that "exemplary" anti-Castro fighter. The pace of the attacks he carried out
consisted of a campaign of terror aimed at scaring the Miami community, and
raising money for "the cause" - including, of course, the terrorist leader's
bank account.
Unfortunately, his fellow Miami Cuban Otto Reich, now the White House's top man
in Latin America - who helped Bosch escape from Venezuelan justice and find
refuge in the United States - seems to have lost his memory. He declared at a
Senate hearing, with apparent candidness, that he was unaware of his friend
Orlando Bosch's terrorist past.
That declaration notwithstanding, dozens and dozens of terrorist attacks are
attributed to Orlando Bosch and the gangs he led. Perhaps this "black list" will
refresh the memory of George W. Bush's close collaborator.

In 1987, thanks to Otto Reich, Bosch was freed and entered the United States,
where he was granted asylum and even a presidential pardon.
By the start of the 1980s, the Cuban American National Foundation (CANF) was in
existence, and its leader, Jorge Mas Canosa, directed counterrevolutionary and
terrorist attacks.
Once he took refuge in the United States, Bosch continued advising the most
fanatical elements of the Miami mafia. Even within the terrorist gang directed
by Luis Posada Carriles that planned to assassinate Fidel Castro in Panama,
there are several of the old terrorist's friends. Gaspar Jiménez Escobedo, Pedro
Remón and Guillermo Novo Sampol were guilty of numerous terrorist actions
against Cuba and other countries, among them the machine-gunning of Félix García

THE INTERNATIONAL EVIDENCE

The U.S. is the most violent society in the industrialized world, and probably
the entire world as well. Although it doesn't have the most police per capita,
the U.S. does have the toughest laws and punishments by far. The question of
which came first, the chicken or the egg, is becoming much less relevant as time
passes; the U.S. has been following this "get tough" approach for decades, with
no significant reduction of its violent crime rate.

Police Begin Seizing Guns of Civilians

NEW ORLEANS, Sept. 8 - Local police officers began confiscating
weapons from civilians in preparation for a forced evacuation of the
last holdouts still living here, as President Bush steeled the nation
for the grisly scenes of recovering the dead that will unfold in
coming days.
Police officers and federal law enforcement agents scoured the city
carrying assault rifles seeking residents who have holed up to avoid
forcible eviction, as well as those who are still considering
evacuating voluntarily to escape the city's putrid waters.
"Individuals are at risk of dying," said P. Edwin Compass III, the
superintendent of the New Orleans police. "There's nothing more
important than the preservation of human life."
Although it appeared Wednesday night that forced evacuations were
beginning, on Thursday the authorities were still looking for those
willing to leave voluntarily. The police said that the search was
about 80 percent done, and that afterward they would begin enforcing
Mayor C. Ray Nagin's order to remove residents by force.
Mr. Bush, in Washington, urged the nearly one million people displaced
by the storm to contact federal agencies to apply for immediate aid.
He praised the outpouring of private charity to the displaced, but
said the costs of restoring lives would affect all Americans, as would
the horror of the storm's carnage.
"The responsibility of caring for hundreds of thousands of citizens
who no longer have homes is going to place many demands on our
nation," the president said in the Eisenhower Executive Office
Building. "We have many difficult days ahead, especially as we recover
those who did not survive the storm."
As Mr. Bush spoke, Vice President Dick Cheney was touring Mississippi
and Louisiana, in part as an answer to the critics who have said that
the administration responded too slowly and timidly to the epic
disaster. At a stop in Gulfport, Miss., a heckler shouted an obscenity
at the vice president. Mr. Cheney shrugged it off, saying it was the
first such abuse he had heard.
Also on Thursday, Congress approved a $51.8 billion package of storm
aid, bringing the total to more than $62 billion in a week. The
government is now spending $2 billion dollars a day to respond to the
disaster.
The confirmed death toll in Louisiana remained at 83 on Thursday.
Efforts to recover corpses are beginning, although only a handful of
bodies have been recovered so far. Official estimates of the death
toll in New Orleans are still vague, but 10,000 remains a common
figure.
Mississippi officials said they had confirmed 196 dead as of Thursday,
including 143 in coastal areas, although Gov. Haley Barbour said he
expected the toll to rise.
"It would just be a guess, but the 200 or just over 300 we think is a
credible and reliable figure," the governor said on NBC's "Today"
show.
He also said electricity would be restored by Sunday to most homes and
businesses in the state that could receive it.
No one would venture a prediction about when the lights would come
back on in New Orleans.
The water continued to recede slowly in the city 10 days after
Hurricane Katrina swept ashore and levees failed at several points,
inundating the basin New Orleans sits in.
The Army Corps of Engineers has restored to operation 37 of the city's
174 permanent pumps, allowing them to drain 11,000 cubic feet of water
per second from the basin. When all the pumps are working, they can
remove 81,000 cubic feet of water per second, said Dan Hitchings of
the engineering corps.
It will be months before the breadth of the devastation from the storm
is known. But a report by the Louisiana fisheries department
calculated the economic loss to the state's important seafood industry
at as much as $1.6 billion over the next 12 months.
Louisiana's insurance commissioner, J. Robert Wooley, said the state
had barred insurance companies from canceling any homeowner's
insurance policies in the days immediately before the storm hit and
afterward.
"All cancellations will be voided," Mr. Wooley said.
Across New Orleans, active-duty soldiers, National Guard members and
local law enforcement agencies from across the country continued
door-to-door searches by patrol car, Humvee, helicopter and boat,
urging remaining residents to leave.
Maj. Gen. James Ron Mason of the Kansas National Guard, who commands
about 25,000 Guard troops in and around New Orleans, said his forces
had rescued 687 residents by helicopter, boat and high-wheeled truck
in the past 24 hours.
General Mason said Guard troops, although carrying M-16 rifles, would
not use force to evict recalcitrant citizens. That, he said, was a job
for the police, not members of the Guard.
"I don't believe that you will see National Guard soldiers actually
physically forcing people to leave," General Mason said.
Mr. Compass, the police superintendent, said that after a week of near
anarchy in the city, no civilians in New Orleans will be allowed to
carry pistols, shotguns, or other firearms of any kind. "Only law
enforcement are allowed to have weapons," he said.
That order apparently does not apply to the hundreds of security
guards whom businesses and some wealthy individuals have hired to
protect their property. The guards, who are civilians working for
private security firms like Blackwater, are openly carrying M-16s and
other assault rifles.
Mr. Compass said that he was aware of the private guards but that the
police had no plans to make them give up their weapons.
New Orleans has turned into an armed camp, patrolled by thousands of
local, state, and federal law enforcement officers, as well as
National Guard troops and active-duty soldiers. While armed looters
roamed unchecked last week, the city is now calm.
The city's slow recovery is continuing on other fronts as well, local
officials said at a late morning news conference. Pumping stations are
now operating across much of the city, and many taps and fire hydrants
have water pressure. Tests have shown no evidence of cholera or other
dangerous diseases in flooded areas.
With pumps running and the weather here remaining hot and dry, water
has visibly receded across much of the city. Formerly flooded streets
are now passable, although covered with leaves, tree branches and mud.
Still, many neighborhoods in the northern half of New Orleans remain
under 10 feet of water, and Mr. Compass said Thursday that the city's
plans for a forced evacuation remained in effect because of the danger
of disease and fires.
Mr. Compass said he could not disclose when residents might be forced
to leave en masse. The city's police department and federal law
enforcement officers from agencies like United States Marshals Service
will lead the evacuation, he said. Officers will search houses in both
dry and flooded neighborhoods, and no one will be allowed to stay, he
said.
Many of the residents still in the city said they did not understand
why the city remained intent on forcing them out.
